The first law enabling public schools to start charter schools was enacted in 1991. Since that time, more than 7,800 charter schools have been created in the United States that serve over 3.7 million students nationwide. Charter schools operate under a charter (similar to a contract) with a state or local school board. The charter outlines the mission, educational philosophy, programs offered, students served, performance goals, and methods of assessment.
